TLE Framework Agreement

The TLE Framework Agreement sets out the ways and means that the Parties – Canada, Manitoba and the TLEC, on behalf of the Entitlement First Nations – have agreed to fulfill and satisfy the outstanding land obligations arising from the Treaties between the First Nations and Her Majesty the Queen in right of Canada.

This land obligation is referred to as the “per capita” (or simply put, “per person”) provision within the written text of the Treaties and means the amount of land to be provided for under the various Treaties in Manitoba. For example:

  • Treaty No. 1 and 5 Per Capita Provision
    Provided for 160 acres per family of five or 32 acres per person
  • Treaty No. 3, 4, 6 and 10 Per Capita Provision
    Provided for 640 acres per family of five or 128 acres per person

TLEC’s Member Entitlement First Nations did not receive the full amount of land that was promised to them by way of their respective Treaties. The TLE Framework Agreement attempts to settle the land debt that is owed to these Entitlement First Nations under Treaties 1, 3, 4, 5, 6 and 10.
